Planning & Development Department

The Town of Carolina Beach Planning and Development Department provides support services which guide development from concepts to completed projects. There are three integral parts that make this possible.

Planning and Zoning

The development review process is a key tool in promoting quality development in the Town of Carolina Beach. We are responsible for providing both general and technical assistance to the public for obtaining permits necessary to carry out individual development plans and to ensure plans compliance with applicable local, state and federal regulations. The Town also promotes improved community image, long-term market potential and the quality of life in the community, in an effort to enhance future opportunities for sustainable growth and development, and to capture increased tax revenues to support public needs.

Building Inspection

Ensures that all new and existing structures both residential and commercial are built to the minimum state code and maintained to prevent and eliminate blight within our community. In charge of damage assessment teams after critical incidents occur.


Code Enforcement

Responsible for enforcement of town signs, zoning, minimum housing code, abandoned structures, as well as ensuring all coastal development complies with coastal rules and regulations.
