Horseback Riding Ordinance
Residents and visitors have long enjoyed the beach area now known as Freeman Park. In fact, the area has become one of Carolina Beach's major attractions. Whether coming to the area to fish, swim, go boating, crabbing or casting for minnows, people love Freeman Park. They are drawn to the beautiful beach with its variety of wildlife, dunes and majestic sea grasses indigenous to the region.
Season permits may be purchased by completing attached permit application.
Please Note: Season permits will be mailed on the day the application is received.
The cost of the annual permit is $50.00. Permit applications are not required for daily passes.
Daily passes may be purchased for $10.00 at the entrance of Freeman Park.
To receive a permit to Freeman Park, please mail a check payable to Town of Carolina Beach in the amount of $50 with your permit application along with a copy of your drivers license, vehicle registration and a self-addressed stamped envelope to Town of Carolina Beach Parking Office,
1204 N. Lake Park Blvd., Suite D, Carolina Beach, NC 28428 or call (910) 458-4614. 
Season permits may be purchased in person at the Town of Carolina Beach Parking Office, Monday
through Friday, 8:00 am to 5:00 pm and at Carolina Beach Town Hall, Monday to Friday, 8:00 am to 4:00 pm.
