The U.S. Fish & Wildlife Service (USF&WS) has just released a pilot study report to Congress for public comment disclosing the results of a National re-mapping effort for the Coastal Barrier Resource System, commonly referred to as "CBRS". CBRS was first enacted into Public Law in 1982 and maps undeveloped barrier shorelines, within which National Flood Insurance Program coverage would not be available along with restrictions on many other types of Federal financial assistance. In 1990, USF&WS was directed to add Otherwise Protected Areas (OPA) - mostly undeveloped state and Federal parks or wildlife areas - where only flood insurance is restricted.  In 2000 and again in 2006, Congress directed the agency to conduct a pilot study to convert the paper maps of 1982 and 1990 to more accurate digital maps and assess the cost of a national mapping upgrade.  The following is the link for the report available for public comment:

Some of the new digital lines demarking CBRS units inadvertently dissect houses, piers, and other structures in Carolina Beach (click here for map which shows in yellow the affected properties).Because these new lines will be the legal boundaries of CBRS if adopted by Congress, it may severely jeopardize your opportunity to continue or to have Federal Flood Insurance on your improved or yet to be improved property. Should you have any questions or require more information, please contact the Planning Dept. at 910-458-2978.  The public comment period has been extended until August 5, 2009. The Town urges you to contact the agencies and representatives listed below to voice your opposition to these proposed but flawed CBRS Maps.
