Volunteer Committee Descriptions & Functions:


Arts & Activities Committee:

The Arts & Activities Committee is to compile a yearly schedule of events of all entertainment and tourist related activities sponsored by the town. Committee members will review existing events to determine improvement and enhancement opportunities. Members will develop new cultural and entertainment related activities, primarily related to the boardwalk and CBD areas. The committee will identify groups and individuals capable of participating in events, identify potential funding sources, work with the parks and recreation department and chamber of commerce to bring more recreational activities to the tourist and locals and to join idea/events and possibly provide volunteer support. The committee will review all new activities determining appropriate fee schedule if applicable for event.

Board of Adjustment Committee:

The Board of Adjustment Committee is to hear appeals, authorize variances (when terms and conditions have been met), to render quasi-judicial final decisions on Article 19 motions to revoke approvals, and to hear appeals from an Article 19 decision by Section 19.1. All of these duties following Section 21.3 Board of Adjustment guidelines.

Freeman Park Committee:

The Freeman Park Committee is to provide an organized forum for two-way communication between the Town of Carolina Beach. Where appropriate, the committee may recommend to the town council and police department on substantive issues (defined as a matter of major practical importance to all concerned), with the goal of improved services. The committee shall make full and complete reports annually to the town council at such times as may be requested and at such other times as the council may deem appropriate.

Harbor Commission Committee:

The Harbor Commission Committee is to create regulations to manage the shoreline areas of the Town of Carolina Beach by establishing laws that balance the diverse uses and minimize user conflicts, protect and improve water quality in the shoreline area, increase public access opportunities in the shoreline area; and remain consistent with the goals and regulations of the town, county, state, and federal government.

Operations Advisory Committee:

The Operations Advisory Committee is to provide an organized forum for two-way communication between the operations department and the community. Where appropriate, the committee may recommend to the town council and operations department on substantive issues (defined as a matter of major practical importance to all concerned), with the goal of improved operations services. The committee will form a team effort towards solving enforcement and community issues such as ordinances, user fees, and all other issues relating to the operations department. The committee shall make full and complete reports annually to the town council at such times as may be requested and at such other times as the council may deem proper.

Parks and Recreation Committee:

The Parks and Recreation Committee is to recommend (when appropriate) to the council such rules and regulations as may be feasible for providing, maintaining, operating, and supervising the public parks and playgrounds, athletic fields, and recreation centers and recreational facilities owned or controlled by the town. The recreation committee will supervise all activities provided and conducted on or in connection with the parks, playgrounds, athletic fields, and recreation centers provided, and will have the power to conduct any form of recreational or cultural activity.

Planning and Zoning Commission:

The Planning and Zoning Commission will review petitions for proposed amendments to the zoning ordinance text and/or map and make recommendations to the town council. The Commission will review applications for the issuance of conditional use permits and make recommendations to the town council. They will initiate proposed amendments to the zoning ordinance text and/or map and make recommendations to the town council. Members will prepare studies and plans related to controlling and creating orderly growth and development of the town. Members will also develop and recommend to the town council plans, goals and objectives as well as policies, ordinances and administrative procedures or other means for carrying out the studies and plans referenced above. In addition to the above, the Commission will perform any other duties assigned by the town council as authorized.

Police Advisory Committee:

The Police Advisory Committee is to provide an organized forum for two-way communication between the Carolina Beach Police Department and the community, which will include making recommendations (when appropriate) to the town council and police department on substantive issues  (defined as a matter of major practical importance to all concerned). It will not include personnel issues involving individual officers or daily police operational enforcement and implementation. The committee will assist in identifying potential police - community partnerships to address public safety related issues within the community. Members will identify community resources and support for public safety activities (such as parking, lifeguards and marina); and give input to the town council and the police department regarding perceived effectiveness. In addition, the committee will receive information and comments from citizens at the committee's open and public meeting forum regarding public safety issues. Members will make reports to the town council at such times as may be requested by the council or deemed necessary.

Tourism and Marketing Committee:

The Tourism and Marketing Committee (Marketing Advisory Committee) will work with the town council, the New Hanover County Tourism Development Authority, and the Cape Fear Coast Convention and Visitors Bureau to develop programs and initiatives to promote the tourism industry in the town. Upon approval of the town council, the committee will provide annual marketing recommendations to the Cape Fear Coast Convention and Visitors Bureau for inclusion in the annual county-wide marketing plan. The committee will function in an advisory capacity to the town council and will meet from time-to-time with the town council to discuss issues relative to marketing and tourism. In addition, the committee will work closely with local nongovernmental organizations and the private sector to promote tourism that will benefit the community.

WMPO BikePed Committee:

The WMPO BikePed Committee will promote the safe use of bicycling and walking for transportation, fitness and recreation in various ways such as promotional events & other media. They will provide recommendations on plans & policies that affect the development of bicycle and pedestrian facilities in the communities as well as contribute to the development of the Long Range Transportation Plan.

Ad-Hoc Boardwalk Improvement Committee:

The Boardwalk Improvement Committee will plan creative design features to be incorporated into the already existing project plans. In addition, the committee will work to carry out fund raising and grant acquisition for the project. Once these aspects have been executed, completion of the remaining project elements and amenities will be a joint effort by the committee, staff and consultants with public input.

Ad-Hoc Plastic Bag Committee:

The Plastic Bag Committee will work to achieve an overall "reduction of plastic" in the town by determining what programs other towns have in place and whether they are volunteer-based or via ordinance. They will determine the success of those programs and compile an unbiased list of program ideas to present to local business owners, which will lead to pros and cons of both volunteer-based programs and programs via ordinance. The committee will compile findings into a report for the council to review for consideration.
