Emergency Re-Entry/Town Identification Cards

logoIn advance of each hurricane season, the Town of Carolina Beach issues Town Identification Cards (TICs) to property owners, agents and permanent residents/business owners.  The purpose of these cards is to expedite re-entry to Carolina Beach once a mandatory evacuation order has been lifted.


To obtain a Town Identification Card, a competed application and the following documentation is required:

  • Property Owners:  Individuals, groups or corporations owning property within town limits may receive (2) two TICs.
    • Valid State Issued ID and
    • a copy of NHC Tax bill or a copy of a current utility, cable or phone bill identifying the individual and the property
  • Agents: Property Management Companies, Brokers or State Licensed Contractors identified by the property owner may receive (2) two TIC. 
    • Valid State Issued ID and
    • a completed Emergency Property Security Authorization formwith the notarized signature of the property owner, and
    • a copy of the Property Management Listing Agreement signed by the Broker in Charge or a copy of a valid NC State Contractor’s License
  • Permanent Residents/Business Owners: Individuals, groups or corporations identified by the property owner may receive (2) two TIC.  Owners of boats docked at property within town limits may qualify as a Permanent Resident/Business Owner
    • Valid State Issued ID and 
    • a copy of a current lease for the property used as a residence, business or dock, or a copy of a current utility, cable or phone bill identifying the individual and the property, or valid Town Business Registration

Please print and complete the needed forms.  For your convenience, you can:

  • Bring the application and other required documentation to Town Hall, located at 1121 N Lake Park Blvd.
  • Fax the application and documentation to 910-458-2997
  • Mail the application and documentation to Town of Carolina Beach, Attention: Billing Department, 1121 N Lake Park Blvd, Carolina Beach, NC 28428
  • Email the application and documentation to [email protected]

TICs may be purchased at Town Hall during normal business hours, Monday-Friday, 8:00 a.m. - 5:00 p.m., except on holidays.  The TIC will be issued annually and the cost is as follows:

  • Purchased January 1st-April 1st                                              $  5.00
  • Purchased April 1st-December 1st                                          $15.00
  • Additional Cards for owners of more than 1 property      $  1.00
  • Replacement Cards                                                                      $  5.00
  • Cards are non-transferable, non refundable, not prorated
