Northend Water and Sewer Project
The Town of Carolina Beach is proposing improvements for the water, sewer and stormwater utilities located along Florida, Delaware, Maryland, Georgia, and Virginia Avenues.
Background Information: The Town of Carolina Beach’s Sewer collection system located in the project area on the North End of the island has significant issues with Inflow and Infiltration (I/I) due to deterioration and failure. The existing system is approximately 5,890 linear feet of gravity sanitary sewer, which is reported to be comprised of pipe size diameters from 4 to 12 inches, and manholes. The system is approximately 50 years old and is in a state of deterioration and failure. The current condition has significant I&I issues resulting in sink holes and other failures exposing the gravity sewer lines, undermining roadway surface and creating conditions where sanitary sewer spills or sanitary sewer overflow (SSO) can occur.
The Town of Carolina Beach’s water distribution system located in the project area on the North End of the island has significant issues associated with age deterioration and water quality. Low Pressure zones due to line size and tuberculation, odor and color issues from iron pipes, and possible public health concerns due to lead service pipes are primary concerns the Town desires to address through the proposed project. The existing system is approximately 7,600 linear feet water line, which is comprised of 6 inch pipe of various unknown materials. The system is approximately 50 years old and is in a state of deterioration and failure.
Due to the significant level of disturbance for the construction of the water and sewer improvements, the Town has determined it would be an overall benefit to the community and economically efficient to include improvements to the existing stormwater system. The intent of the system is to help address the localized flooding within the road right of way which occurs during heavy rain events. Due to the existing conditions associated with the elevations of the area as well as the existing roads, structures and utilities, it will not be possible to completely address and resolve the stormwater related issues in the area for all storm events. However, the proposed stormwater improvements will result in better management and recovery from future storm events.
The Town of Carolina Beach has received confirmation of funding for the Water and Sewer improvements from the North Carolina Department of Infrastructure. A State Revolving Loan (SRL) will provide loan funding.

Funding for the stormwater improvements will be provided by the Town through bank installment financing.
